During install.sh with 1.4-next (April 2019), I saw the following error messages:
    Downloading plugin: mailer-plugin from https://updates.jenkins.io/download/plugins/mailer-plugin/1.20/mailer-plugin.hpi
    chown: cannot access '/usr/share/jenkins/ref/plugins/pam-auth.jpi': No such file or directory
    cp: cannot stat '/usr/share/jenkins/ref/plugins/pam-auth.jpi': No such file or directory

This appears to be coming from install-plugins.sh, and may be related to debian updates no longer being supported? At least updates.jenkins.io may have been having problems.

This was after I modified the Docker file to use different Debian repositories, while at Linaro connect.

Next step is to reproduce this bug in a different network environment.
