This appears to be coming from install-plugins.sh, and may be related to debian updates no longer being supported? At least updates.jenkins.io may have been having problems.

This was after I modified the Docker file to use different Debian repositories, while at Linaro connect.Next step is to reproduce this bug in a different network environment.
