= Description =
Add support for starting/stopping monitors, which are processes
to gather information before, after and/or during a test.

Possibly, use monitors during post-processing to determine the
test's result.  For example, a test could use a power measurement
device to read power utilization during the execution of a workload,
and then use the maximum power used as a benchmark metric for pass/fail.
