Add full support for tests that run other tests as sub-tests.

Use a Fuego test to run other tests, and summaries the results in their visualization output.

This is intended to replace the test plan system.

== Reason to do this ==
The main idea is to make this more like Jenkins pipelines, which allow
the arbitrary composition and control of related actions.  tbot does the
same thing.
