= Description =
Modify the overlay generator so that no default testplan or test spec
is needed for a test.  If they are missing, no test-specific variables
are defined.

= Notes =
As of March 2017, this work was in-progress.  Some work had been done on
ovgen.py to ignore errors if a the spec was not listed in testplan_default,
or if the 'default' spec was not present in the test directory.

However, some of this code was lost during the Toshiba merge.
